I agree now that it must be a Spotted Frog. The map I was looking at was this one http://www.fws.gov/oregonfwo/Species/Data/OregonSpottedFrog/ Thank you guys for the help!
Hm, Ashley, I do see the marking between the eyes, which this frogs lacks. I'm surprised to learn that the spotted frog is well within its range (because Zerinity disagreed), according to this map: http://pages.uoregon.edu/titus/herp/pretiosa.html. So, Ashley's right.
It is on the edge of the range for the Spotted Frog, http://pages.uoregon.edu/titus/herp/pretiosa.html Tailed Frogs are much smaller than this one, and have a triangle on top of the head between the eyes, which this frog lacks.
AshleyT, I thought that too, but it's out of the range of the Oregon Spotted Frog. Also this one was hopping around on a path near a meadow, not immediately near water. I will keep researching it, perhaps it is an Oregon Spotted Frog.
