Description:

He is actually sitting vertical on the stairway. Little toad living in my basement. I think he is a teenage toad. Could be a frog based on the way is is holding onto the side of the stair.

Body color doesn't mean much on amphibians. The white spot below the eye and the yellow thighs are characteristic of the Gray/Cope's Gray Tree Frogs, and on the link I provided shows the range for the Cope's Gray. Then on the same site if you search for the Gray Tree Frog, you will notice you are right on the edge of the Gray range, but in range for Cope's Gray.

Check out the link provided. It looks like like either the Upland Chorus Frog or New Jersey Chorus Frog. Your pic looks a bit more like the N.J. frog, but they can be quite variable and it's right on the edge of both ranges. He has a cat hair on his head because he is hanging out near the litter box.
