Could this be a Lavinia exilicauda
Not sure but also the dorsal fin doesn't match.
I was thinking young Sacramento pikeminnow, but these appear to lack the dark spot at the base of the tail typical of young individuals. The placement of the fins suggest Cyprinidae.
