Description:

Looks like sand and soil, rolled into pellets and excavated, as some kind of insect dug an underground tunnel. I didn't see the architects, maybe they were finished for the day ... piling up that much material takes awhile if you're small. Ants?

No, not near water ... I should have been more specific. Just exposed dirt near a sidewalk, at the edge of a lawn. And those pellets are small, smaller than BBs.
Looks like crab activity. Was this near water?
