Cindy ,both the leaf hoppers are similar in appearance. White Apple Leaf Hopper is native to North America. i was looking at several images and i am inclined to go with White Apple Leaf Hopper. http://extension.usu.edu/files/factsheets/leafhop.html
I'm not certain of the ID based on this image but there's a good possibility. BugGuide has it under Edwardsiana rosae - Rose Leafhopper http://bugguide.net/node/view/287043
