Yes it does look similar to the tri colored her, but there are a few characteristics that are different. The tricolored heron would have red eyes, whereas this photo has white eyes. The tricolor would also have the black on the top of the head extend down to the bottom of the bill. Judging by the black cap and the dark upper portion of the bill, i would say this is a juvenile great blue.
