Oops, you are correct - not sure why I thought it was a Vireo. Thanks for straightening that out for me. I'll change that now.
Warbling Vireos have a very prominent stripe over the eye. This is a type of flycatcher, and the lack of wing bars, dark head, and the overall plainness of it makes me call it an Eastern Phoebe.
