Seen in the Botanical garden at Selva Verde Lodge, Costa Rica.

Calopterygidae, Hetaerina sp., sorry can't get closer. You would need the native specimen to check the important details, like markings on the body segments, size of the wings, markings on the wings/edges of the wings (color spots, stigma), presence of lower appendix etc.). There are at least 6 species found in Costa Rica: Miniata, Capitalis, Cruentata, Majuscula, Occisa, Sempronia.
