This tree was spotted near the campus of the University of Colorado Boulder. I hadn't seen one like it but it was beautiful.

Beautiful flowering tree, Jim ... genus Catalpa. Either Catalpa bignonioides, Southern catalpa ... or Catalpa speciosa, Northern catalpa. Both are planted throughout North America for their showy flowers.
