Somewhat translucent fly with huge eyes and very long legs. He stood about half an inch off the ground.

Perhaps a species of Long-legged Fly. http://bugguide.net/node/view/100/bgpage Looks similar to Subfamily Neurigoninae but not exactly. I think this one is a male.
