Looking again, its difficult to see whether there are grasses mixed in with the plant or if those are it's leaves. If those are its leaves, scratch the bluebells. How tall are thses?
The photo is not clear enough to see the shape of each bud. I would say, based on the spaces between the buds that it isn't lupine. Maybe Spanish bluebells?
