Description:

Some kind of blue = size about 1 inch, looks like a silvery blue?

Habitat:

Open area in mixed conifer forest, elevation around 3175 feet. Northeast Oregon, approximately 15 miles north of La Grande at the eastern base of the Blue Mountains

Hi russhudd, you are right. It is a "Blue" from the tribe Polyommatini (Lycaenidae; Lycaeninae). It is very difficult, and sometimes impossible, to identify this kind of butterfly from the upperside (or dorsal) wing surfaces alone. It is much easier if you can also take a photo with the wings closed so that you can see the Underside (or ventral) surfaces. I think, for this spotting, you could use the common name Gossamer-winged Blue and the scientific name Polyommatini.
