This looks skin of some type of bug that was stuck to tree bark

This is called an exoskeleton. Many soft-bodied insects harden their outer skin for protection and grow inside it. When they are ready they will attach themselves to something and break out of their old shell (exoskeleton) where they have been compressed, then sit nearby to harden their skin. There may be several stages of nymphs before the final adult insect emerges. These are called instars.
