Crabronidae. http://en.wikipedia.org/wiki/Crabronidae I know that it is difficult to see, but the best character to separate the bulk of the large wasps (Vespoidea: Pompilidae, Vespidae, Tiphiidae, Scoliidae, etc) from the Apoidea (bees, Sphecidae, Crabronidae) is the shape of the pronotum.
