Description:

Elegant and slim bee-like insect that also resembles a winged carpenter ant....confusing me totally. Blue-black.

This photo looks like the same wasp species http://www.treknature.com/gallery/photo294188.htm
Based on it's big long abdomen and fat antennae, I think it is a Scoliid Wasp (Scoliidae). Probably Scolia sp.
That is a big wasp. I don't think I can identify this though.
