Description:

This might be a Pacific Tree Frog aka Chorus Frog but I'm not sure, it's not exactly the same as the photos I've found.

Habitat:

Along side the Smith River in Hiouchi, CA amongst river rocks.

I would say it's a Pacific Tree Frog- it's very similar.
