This individual could be a Slender Spreadwing damselfly (Lestes rectangularis), although I admit ID-ing damselflies is not my forte! Slender Spreadwings are relatively abundandant in Northern Virginia now -- your damselfly looks very similar to ones I photographed recently that were confirmed by an expert to be Slender Spreadwings. http://bugguide.net/node/view/6459

Look at spreadwing damselflies in your area. They sit with their wings out at an angle. Lestes ssp.
