I think a member of the Braconidae.

Yes, it is a midge of the family CHIRONOMIDAE
Thanks ForestDragon, I will search further for Midge.
This looks to me like a type of Midge. It is common for them to hold their forelegs up in that position. Midges look similar to Mosquitoes (they are related but Midges aren't blood suckers). I hope this helps!
