I found it in the suburbs of Fort Lee

I believe it is a parrot and it was released(or escaped) his owners

Hey Ashley After getting a closer look at them, I saw that they had blue markings just like the picture of the Monk Parakeet on Wikipedia. I'm going to go ahead and say that what I spotted truly were Monk Parakeets. Thank you for helping me identify them
I can't see the bird well enough, but you have two species of Parakeet established in New Jersey. http://en.wikipedia.org/wiki/Monk_Parakeet http://en.wikipedia.org/wiki/Carolina_Parakeet Have a look and see which one it is since the picture is so far away. Hope this helps :)
