Description:

tiny bright green with fluffy antenna and only about 1/8 inch, looks like a mosquito but might be a member of the midge family Chironomus

I'm sure they are! I saw something similar while hiking in thick forest a few months back, although I think from it's flight, location and landing it was a snow mosquito.
Hi Karen, I think you are on the right track. The green midges are very difficult to get positive ID on.
