I have since spotted another one (and got much better pictures) and it looks just that the insects identified in your links. I will edit the name on my spotting. I did a new search. I was wrong about the family. I have not read about the size of the insect in the description. this is probably Ortheziidae. do you agree?

this may be a bug Crypticerya. Monophlebidae. usually the babies are orange, and then comes silk on them. I am not sure. http://www.flickriver.com/photos/rpilla001/3804996815/
