Description:

Pentatomoidea, Plataspidae, Plataspinae

Habitat:

in a garden of MSC Institute of Technology located in San Gabriel, San Pablo City, Philippines - a semi-agricultural area

Notes:

I found this bug (with 5 flies(?) on top) on dillweed.

I would guess that they will lay their eggs in it and not parasitize the bug themselves
Yes, the small insects look like parasitic wasps - they are not Flies. If they are up to parasitize the bug I doubt, somehow. I am not aware of parasitation by wasps in the adult stage (occurrs in parasitic flies, however).
Maybe they are some species of parasitic wasp?
Might be best to leave it as Coptosoma sp. Just had a look at a fellow project member's http://www.projectnoah.org/spottings/16958941
