Thanks Jack, that's exactly what I was looking for.
Yup, a garter snake! Garter snakes (and ribbon snakes) are members of the genus Thamnophis. Here is a link to the Thamnophis species of New York. It could be a common garter snake (Thamnophis sirtalis), but it has a lot of subspecies and I'm not sure which appear in NY. http://www.gartersnake.info/species/us/new-york/
