Looks to be a California Sea Lion (Zalophus californianus). Though it is hard to tell if it has external ear flaps. If not, then it would be a Harbor Seal (Phoca vitulina) http://www.usc.edu/org/cosee-west/oceanglobe/pdf/marine_mammal_guide.pdf
