Description:

soft and wet, sponge-like, dark green, a smooth yet bumpy texture

Habitat:

receives sun in late afternoon, soil is good, but little of it and it's surrounded by concrete, receives decent amout of water

I couldn't think of the right classification so I just said algae, but thank you!
If this is growing on soil between concrete pieces as it appears to be, it is likely a moss, not an alga.
