Tamar is right Vinny. This is Fuligo septica and although called 'Dog Vomit' I prefer the common name of 'Scrambled egg' slime mold. (but I guess it depends on what you feed to your dog) :-)
Wow, it a mass of single celled organisms congregating to better find food, that's cool.
Vinny, this looks like a type of Slime Mold (perhaps Dog Vomit Slime Mold). Technically, it is not a fungus. Here is some more information about it from Wikipedia: http://en.wikipedia.org/wiki/Slime_mold
