Description:

The Pseudococcus sp. shown here is a female. Wikipedia explains that the females have a reduced morphology and appear as nymphs. They do not undergo complete metamorphosis and never grow wings. They feed on plant sap. The males are very much smaller but when they become adults and grow wings, they never eat again, living only to fertilize the females.

Habitat:

This Mealybug was spotted in the backyard of an old farm house. It was on the leaf of a St. Vincent plum (Gliricidia sepium) known in the Philippines as Kakawate. Plant information from http://www.stuartxchange.org/Kakawati.html.....

Notes:

Despite their strange life cycle, these Mealybugs are insects. I managed to get a photo of a female's mealybug's legs in a previous spotting - https://www.projectnoah.org/spottings/2092222372.....
