I would say you are both correct as Violet Whitefaced is a breeding name of a colour variation of the Peach-faced Lovebird. What you call a breeding band we just say it's 'ringed' over here, regardless of whether it is ringed by a breeder or an ornithologist for tracking purposes. Violet White Face Lovebird. It has a breeding band on it's leg.
I think that is a Peach-Faced Lovebird (Agapornis roseicollis), although not the "natural" color.
