I agree with Gordon, these photos remind me of the Dall sheep I saw in the Yukon, licking minerals along the edges of the road just like these are doing.
This looks like either one of two subspecies of Dall Sheep: Stone Sheep and the rarer Fanin's Sheep. The photo was taken in central Yukon Territory, which is pretty far north for bighorns, but is within the range of Dall Sheep.
You can tell from the size of his horns, that this is the ram.
