Hi Marc, this is definitely Pride of Madeira and is found throughout San Diego as an invasive and introduced species http://www.calflora.org/cgi-bin/species_query.cgi?where-calrecnum=2888
it looks like lupine, but I see this species around San Diego and it's much larger than lupine, I believe it's Candicans (formerly E Fastuosum) or Pride of Madeira
