To tell which of the 2 it is, it is easiest to look at the size of the bill in relation to size of the head. Should have nothing to do with trying to compare the stuff around the bird, that is pretty useless. This bird has a tiny bill, making it a downy woodpecker.
Overall I think it is the hairy, but if those boards are under 8 inches then the downy is more likely. http://www.birdsource.org/gbbcr/learning/trickyIDs/downyhairy/
