Description:

Velvety pale green plant, 2-3" across and growing out of the concrete.

Habitat:

Parking lot near a lake.

I think you're both right about the Mullein; Lamb's Ear is more like silver velvet and this is just....fuzzy. :-)
I saw lamb's ear elsewhere in the garden and it looked a bit paler than this did, I think it's mullein like dennisecupp suggested.
Mullein for sure. A common invasive from Eurasia.
I think it might be Lamb's Ear--check out the pics of the foliage at the bottom of the link I posted for the ID suggestion and let me know what you think.
