Definitely not Black tailed because of the beak (they have half pink half black as juv.) and pink legs, rather young European Herring Gull, they are pretty popular in Japan.
It certainly could be. I'd say that it's definitely a juvenile gull of some kind, because of the markings, but juvenile seagulls of different species can look very similar. I'm no expert, just going by what I've seen here, in California. We have many different types of gulls here, and the young ones all look pretty similar. Sorry i couldn't do better than that.
