Definitely not an early instar Gypsy either. I think Estigmene acrea is much more likely. They are quite variable in coloration and there are examples on Bugguide that match yours. :-)

Thanks so much Forestdragon. I think you are right because I do not see any blue dots. But again it could be immature?
Hema, these may be caterpillars from a species of tiger moth. The color pattern does not look correct for a gypsy moth to me. I will do a bit more research soon.
