I think it is most likely a midge. It was too early in the year for mosquitoes. I've added a second photo. I'll need to carry my pocket ruler for scale!
I should add that they very strongly suggest mosquito in body shape and size, but that is a very good guess based on a single photo. Midges often form a significant food base for terrestrial and aquatic ecosystems so are very important to the environment. When living in southern Wisconsin during the midge hatch on a nearby lake, I'd have to vacuum, literally vacuum, the hundreds that would invade our home each time the door was opened. Wasn't hard, just turn on a light in a corner at night and they'd gather at the junction of the corner and ceiling. It was a hassle though....
I'd suggest that this is one of the midges (Chironomidae), These little guys are really tough to ID down to a species level, so this may be as good as it gets.
