I agree, I think it's a juvenile Bald Eagle. He was just munching on a fish that he stole from an Osprey in mid-flight... all last fall the Ospreys would fish and the Eagles would steal ;)
I originally thought golden eagle. But now I gotta go with juvenile bald eagle. That bill is just massive!
Looks like a Brown Snake-eagle (Circaetus cinereus)
