It looks similar to the Eastern Boxelder Bug, but since you're in Oregon, it's more likely to be the Western Boxelder Bug. It's a bit difficult to say for sure, since the picture is blurry, but take a look through some of the similar pictures and see what you think.
If you're taking pictures of bugs in the future, try using the Macro setting on your camera if it has one. It's usually represented by a flower icon, and you can get some great up-close shots with it!
