Very cool - Thanks, Gordon! Looks like Schizomyia viticola :)
Try looking up information on various gall-causing flies and midges; I think you'll find these to be galls. Grape Tomato Gall, Lasioptera vitis Grape Blister Gall, Cecidomyia sp. Grape Tube Gallmaker, Cecidomyia viticola Osten -Sacken
I saw the same thing on plants in costa rica.
