Hi again Hema and Mauna! Thanks for commenting further Mauna. Indeed I do agree that Psittacara finschi has to be considered, and it is in range. I agree that we need an expert! I may share this in our user group to see whether we can get more opinions.
Well, that certainly eliminates that option. My mistake, Daniele; thanks for the correction! Maybe Psittacara finschi (formerly Aratinga finschi) might be a better match, as it is in range? https://neotropical.birds.cornell.edu/Species-Account/nb/species/crfpar/distribution#nonwh However, I'd defer this to a neotropical bird expert, because many birds in the genus Psittacara look extremely similar and it comes down to the flecks on their faces/wings, etc (that is, if this is even Psittacara lol)...
