Wow, if that flying hawk really is a red-tailed, that's three giant hawks that patrol this yard, Chattanooga's legal test case for naturlized gardening. That's stupendous!
juvie Cooper's seems like the most likely choice
The image of the hawk in flight, I believe is actually a red-tailed hawk. It has that band around the belly. A red-shouldered hawk has a reddish chest with stripes in a more horizontal pattern. http://www.projectnoah.org/spottings/5693124
I've seen three different hawks in my yard, one of them I'm sure is a red-shouldered. I couldn't see the tail feathers.

I thought the red-shouldered had horizontal stripes.
It looks a lot like our red-shouldered hawk
