I think you'll find most of these are Feral Pigeons, these being multiple hybrids of various pigeons over the ages. The true Rock Pigeons are very similar to the ones with the double wingbars and are rarely found in towns, usually being found on isolated coasts and cliffs.
Actually the accepted common name is now Rock Pigeon.
