With a beak like this it must be an eagle I would think. If it was southern Africa I'd suggest a Tawny Eagle, (Aquila rapax), owing to the extension of the gape to below the mid-eye. Plumage is quite variable in this species and although usually a solid colour steaked variants are not uncommon.
Although if you took this somewhere other than the US, that ID suggestion doesn't make much sense
