I assumed Sea Lion based on http://www.dolphinencounters.com/education-sealionvsseal.php and the fact that the location is just a bit North of Oregon's Sea Lion caves. But I am no expert, which is why I didn't want to identify it as a California Sea Lion, which are very common in this area.
