Are you sure you don't have that backward Peter. The cloacal swelling generally precedes depostion of a spermatophore by a male newt if I'm not mistaken
That little sack is called a cloacal gland and is used for copulation, so it's definitely a female.
That's no spotted salamander. At least not if you mean Ambystoma maculatum.
