are you sure this are not 2 different species? i think the first one is not lavender, it a wild plant my granny used to say that is a snake loving plant, and the next is definitely lavender but is not neither officinalis, definitely not angustifolia, maybe some kind of hybrid, coz the coloration is not correct. on the first photo you can see flowers facing ground and on the 2nd the are facing sky like in every lavender case:
