Ken, The term pigeon is a bit confusing as it doesn't have a scientific basis, but only a common one. All the birds commonly called "pigeons" are doves. In common usage the larger doves are called "pigeons" and smaller, daintier doves, but all are doves. Sorry if I threw some confusion in there.
I have to agree with Gordon. I'm far from an expert on the subject but it just doesn't "look like" a Rock Pigeon to me. The lack of wing bars and the white collar are making me think it is something different.
I'm not sure this is C. livia. The rock dove has extremely variable plumage and some can certainly look like this dove, but I've not seen any C. livia with the collar being sported by this bird.
I think we could narrow the species down for you. Take a look at the Common Wood Pigeon (Columba palumbus) at http://en.wikipedia.org/wiki/Common_Wood_Pigeon and see if you would agree. Let me know if you would agree. Nice photo.
