Description:

Raptor. Red-tailed Hawk?

Notes:

My first raptor. A crow/raven was making a lot of noise and bugging this bigger bird. A bunch of sandpipers were just below on the mudflat.

Agree!! Definitely a Red-Tailed Hawk...Belly-band and dark patagial wing markings. Great spotting!! I'd love you to add this to the mission Raptors of North America: http://www.projectnoah.org/missions/8627557
Probably, they are so variable. It is an immature with that striped tail.
