This one is a baby, about an inch long. I've seen bigger ones, about 4 or 5 inches long - adults I presume.

This is one of the Slender Salamanders of the genus Batrachoseps. If you do a bit of research you can narrow down the species in your area. Check californiaherps.com.
It's definitely a salamander and not a skink. I don't have my Western Field Guide with me and I'm not really familiar with western salamanders so I can't make a guess as to the species
