Dhirendra, no Luis was right with it being a crane fly. I thought it had two sets of wings, and no halteres (http://en.wikipedia.org/wiki/Halteres). But with the photo you've recently added, I can see that it has one set of wings, and a pair of halteres. Maybe this spotting of mine will help you see the difference: http://www.projectnoah.org/spottings/4957009/fullscreen
Iori, is it Scorpion fly?? i think it most similar to Crane fly.. isn't it?
Luis, I'm more inclined toward it being a scorpion fly - http://en.wikipedia.org/wiki/Scorpion_fly. I think I can see both sets of wings, while a crane fly's second set of wings are modified into halteres.
It looks like a Crane fly. Do you have a complete body shot? http://en.wikipedia.org/wiki/Crane_fly
