Sorry! That was the best photo that I captured of it as it was a distance away. However, I do remember a local saying Lineated Woodpecker - which makes sense as it does have red on/by the throat.
If the website is correct on the species of Woodpeckers in Costa Rica, then these are possibles judging by the hair style. I notice some can change but most of the other ones are slick back with no tuft or crest. Since we can't see the details maybe you can remember what colors and markings it has.
